ANDHRA PRADESH MICROIRRIGATION PROJECT
 

APMIP is a prestigious project of Government of Andhra Pradesh launched on 03-11-2003 to bring 2.5 lakh hectare area under microirrigation.

Monitoring system

The following agencies have been entrusted the task of monitoring and evaluation of Microirrigation systems installed under APMIP.

Engineering Staff College of India (Telangana Districts)

q

CRIDA (Rayalaseema Districts)

q

Agricultural Finance Corporation (Coastal Andhra Districts)

 

The above agencies will inspect the microirrigation systems installed @10% of the total systems installed. They will also collect the samples of microirrigation components and send the same to CIPET, Hyderabad for conducting test of quality of the MI components.

Target and Achievement during 2006-07:

 

 

An extent of 90008 ha has been covered under APMIP during 2006-07 against the target of 1.20 lakh ha as detailed below:

Proposed Action Plan for 2007-08:

 

It is proposed to cover 1.20 lakh ha during 2007-08 out of which the Drip is 90000 ha and Sprinkler 30000 ha.

Subsidy eligibility to farmers:

 

   Sprinkler

 50% of system cost, (66% case of Anantapur  district) with a ceiling of Rs.50, 000/- per family

Drip

 60% of system cost, and (70% subsidy in case of  Anantapur district), with a ceiling of Rs.50, 000/-  per family

 

Initiatives of the present government:

Inline drip manufacturing criteria relaxed

Nine (seven AP based) new MI companies included

Oil palm crop included

q

Prices revised in view of the steep rise in the prices of raw material during December 2004

Permission obtained from NABARD for treating district as a unit.

Permission given to farmers to avail APMIP on notarized lease agreement for five years instead of registered lease agreements.

q

Subsidy for drip irrigation systems enhanced to 

                        60% for 21 districts (except Anantapur) from 50%
                    70% for Anantapur from 66%  

              

q

90% subsidy to Bio-diesel plantation in 10 identified RSAD districts.

q

4% VAT being paid on behalf of farmers.

q

Awareness building through Rythu Chaitanya Yatralu, Rythu Sadassulu and Exposure visits

 

Administrative decisions taken and strategy adopted for achieving targets:

Provision of non-subsidy portion by SC & ST corporations to cover weaker section farmers

Weekly reviews with MI companies by COH

Fortnightly videoconferences with Dist. Officers by COH

Frequent tours by COH and other officers

q

COH, PO and OSDs are in constant touch with districts to clear pending payments and are giving timely clarifications

q

“Follow up cell “ creates at state level to resolve the chronic problems that arise during implementation

Complete integration of Horticultural Department with APMIP

Weekly reviews by District Collectors with Project Directors, Sectoral officers, Bankers, MI companies

q

Implementation of MIP under Lift Irrigation Schemes:

 

 

It is programmed to cover an extent of 8.00 lakh ha with MIP under the Lift Irrigation Schemes.

 

This programme (under PM’s relief package) is now fully geared up and the Irrigation Department has started the execution of Phase I. As and when the phase-I is completed the installation of Microirrigation systems will be taken up by Horticulture Department.
