GUIDELINES
FOR IMPLEMENTATION OF MICROIRRIGATION UNDER LIFT IRRIGATION PROJECTS

|
Identification
of suitable lands for Micro Irrigation: -
|
| |
Irrigation
Department will finalize the projects to be brought
under micro irrigation and to provide the information
to Commissioner of Horticulture. The information should
contain the necessary details such as name of districts,
name of irrigation projects, total area being proposed
under Microirrigation, latest sub division details,
topo details and survey No. wise and farmer wise data
of such lands along with details of alignments of
the canal and distribution net work.

| Allocation
of areas to MI companies: - |
| |
The
Commissioner of Horticulture will allocate areas to
the empanelled MI companies based on their capabilities
and performance under regular APMIP. The allotee MI
companies will implement the programme by positioning
of sufficient staff in addition to the regular APMIP
staff, making available sufficient material at strategic
locations. MI company should take up the designing of
the MI system with their own resource, however involving
APMIP, Agriculture, Horticulture, Irrigation Departments
and Microirrigation Rythu Mithra Groups (MIRMG) concerned.
MI company will also take up identification of the location
for sump, appropriate design for pipe net work and suitable
pump set of required capacity, while involving irrigation
department. |

| Survey,
Investigation and design from Subminor to farmer field:
- |
| |
Survey,
design and report preparation from sub-minor to farmer
field will be under taken by MI companies in their allocated
areas to facilitate installation of water carrier systems,
location of sumps and layout of water distribution network.
In this process pipe network will be considered in place
of field channels. |

Location
of Suitable site for construction of sump: -
|
| |
MI
company will suggest the location of sump keeping
in view geographic area, topo details of lands
including survey No., village, mandal, number
of farmers involved, etc., as per the approved
project report. Irrigation department will also
be involved in this process. The location of
sump is to be determined basing on the location
of main and sub main in such a way as to cater
to 10-15 acres and also to keep the cost of
feeder lines up to sump to feed water from sub
minors to sumps at the minimum.

| Execution
of works up to sump: - |
| |
| The
designs prepared from sub-minor to sump will be
approved by Irrigation Department. The Irrigation
department will execute the works of laying water
carrier system from sub-minor to sump and make
payments, while following the norms of Irrigation
Department for procurement of material, payments
and execution. |

| Designing
of sump: - |
| |
| Sumps
are required to store water during non-pumping
hours and to provide sufficient volume to cover
individual block of 10-15 acres. Land acquisition
if any, construction of sump and lining is to
be taken up by the Irrigation department. Sump
capacities are to be decided keeping in view the
duration of power supply and operational frequency
of canal network. The sump will also be fitted
with Pump set of suitable capacity. |

| Installation
of suitable pump set: - |
| |
| Suitable
pump set of required capacity as per the norms prescribed
under APMIP is to be recommended by MI company basing
on the water discharge, head and the area. The pump sets
must be invariably the ISI graded of repute make and the
PD, DWMA will procure the pumpset of the choice of MI-RMG,
out of the brands approved by PMU, Hyderabad. The rates
and brands will be finalized by the Project Management
Unit, Hyderabad, while keeping in view of the rate contracts
finalized by respective departments at state level. |

Energization
and commissioning of pump set will be undertaken by MI-RMGs
with the assistance of the Irrigation department
|
| |
Detailed
survey of the allocated area by MI company: -
|
| |
The MI Company so allotted to a particular block will conduct
thorough survey of the lands involving the farmers concerned
and Irrigation Department. The land suitability for a particular
type of Microirrigation (drip or sprinkler) has to be examined
by conducting the soil test and ascertaining availability of
water (discharge and duration). MI companies should workout
a design of MI system specific to the field situations.

Survey,
Investigation and design from sump to farmer point: -
|
| |
MI
company will prepare the design suitable to the specific situation
of field. PD, DWMA, shall scrutinize and approve the designs.
The work from sump to farmer’s field will be executed by
respective MI company under the supervision of PD, DWMA. The payments
will be made by DWMA after ascertaining the completion of work
by obtaining the installation completion certificate as per the
prescribed norms. |

Underground
water distribution network: -
|
|
| |
Release
of water to Sumps: -
|
| |
The Irrigation department will take necessary action for release
of water into sumps as per the design requirements. Scheduling
of release of water is to be furnished by Irrigation Dept. Drawl
of water from sump to the farmer will be taken up by the RM
Groups while maintaining perfect harmony among themselves.

| |
PD
DWMA has to under take the examination of fields. Basing on
the soil fertility, soil type, climate and Agro climatic conditions,
PD shall propose the suitable crops to the MI Rythu Mithra groups,
while keeping in view of the duration of water availability,
the discharge of water and other parameters. APMIP would also
prescribe the types of crops suitable, however the decision
of MI Rythu Mithra groups is final in deciding the crops out
of the proposed crops by team.

Water
requirements: - |
| |
The PD DWMA and MI company concerned will workout the water
requirements of the crops so identified and accordingly the
MI system has to be designed.
|

| Formation
of user groups: - |
| |
The
Irrigation department will provide the survey No. wise and farmer
wise list to PD DWMA. The Project Director, DWMA, assisted by
irrigation department will constitute sump wise MI Rythu Mithra
Groups with a specific name duly facilitating the election of
office bearers ie., President, Secretary, and Treasurer or any
other as per the need. The proceedings of the meeting and election
are to be reduced to writing. During this process the representatives
of PRI and Village Secretary and Watershed Committees wherever
available, will be involved. The database of all groups has
to be maintained by PD, DWMA at the district level and also
at the state level at PMU.

Capacity
building to MI Rythu Mithra Groups: -
|
| |
Pre installation stage: - Prior to the installation
of MI system the farmers are to be thoroughly sensitized by
PD DWMA, Irrigation department and MI Company concerned on
the advantages of Microirrigation. PD DWMA will also organize
an exposure visits to farmers. MI Company will also impart
training on the issues like system maintenance, Acid treatment,
and fertigation, etc.

Post
installation stage: - The MI Rythu Mithra groups
are to be trained on the sharing of water, maintenance of
sump, operation and maintenance of pump set, pipe net work
and MI system. The Project Director, DWMA would facilitate
the MI Rythu Mithra groups to have a bank account in the name
of the user group ie. _______ MI Rythu Mithra Group. A Development
fund should be created with the contributions from the members
of MI Rythu Mithra groups for meeting the maintenance charges.
The volume of contributions will be decided by the MI Rythu
Mithra groups.

Credit
tie-up:- The non subsidy amount of MI system cost
has to be collected and deposited with PD DWMA prior to the
sanction of system. District Collectors would facilitate the
credit tie-up with banks while incorporating the credit requirement
in District Credit Plan, and every effort will be made by
PD DWMA and MI companies for making MI Rythu Mithra groups
to access institutional finance for providing non subsidy
portion of MI system.

Procurement
of material: Horticultural department will procure
the material required for installations beyond sump up to hydrant
which includes pump set PVC/HDPE pipes as per the rate contract
fixed by government / DRDA/RWS as the case may be. The materials
so procured will confirm to the standards of ISI as fixed by
BIS. |
|
| |
Supply
and installation of MI system: - The laying of the
water distribution network and supply of MI systems will be
taken up by MI Company as per the design given by them after
receipt of administrative sanction from PD DWMA.
|
|
| Inspection
of system: - Inspection of the pump sets, water distribution
network and MI systems will be taken up as done under regular
APMIP duly obtaining the status of satisfaction certificate from
MI-RMG concerned. Accordingly, sanction and payments of MI system
cost and pipe network to the MI Company will be done by PD DWMA.

Performance
Guarantee: - The MI Company will execute performance
guarantee of the MI system including Pipe network installed
by them for a period of 5 years against manufacturing defects
and a copy of Guarantee shall be provided to the MI Rythu
Mithra group concerned.
|
| |
After
sales Service: - As in regular APMIP, after sales
service will be provided to the MI systems installed by MI
companies for 2 years as per the agreement.
|
| |
Maintenance
of MI systems: - Maintenance of the pump sets; water
distribution network and MI systems during on season and off
season will be taken up by MI-RMG concerned under the guidance
of officials of Irrigation Department and MI companies.
|
| |
Extension
Services: - Regular extension services are to be
provided by the Agriculture Department, Horticulture Department
and Sericulture Department as the case may be; however MIAOs
and MIDCCs of APMIP will also constantly extend Agronomic
support.
|
| |
Marketing
Facilities: - Marketing department will guide the MI
Rythu Mithra groups in marketing their produce for getting remunerative
prices, and also arrange for storage of Agri produce. |
|
Insurance
of MI systems: - Insurance of the pump sets, water
distribution network and MI systems will be done as per existing
norms of APMIP. |
|
District
level committee :- The District level committee is
constituted under the chairmanship of District Collector, consisting
of Joint Collector, PD DRDA, JD Agriculture, ADH, AD Marketing,
DD Ground water, SE of the project concerned, LDM, AGM NABARD
& the district coordinators of Banks as members with PD
DWMA as convener and it will meet regularly and review the progress
and performance |
