I. Procedure for supply of Hybrid Vegetable Seeds on 50% subsidy.
 
 

GENERAL GUIDELINES

The details of Hybrid Vegetable seeds like crop, variety, company, packing size, price and quantity available, supplied by the A. P. State Seed Development Corporation, Hyderabad is enclosed herewith. This information must be made readily available to the farmers.

1. They should also give wide publicity in the district for successful implementation of the programme.
2. The subsidy will be provided for Hybrid vegetable seeds in the following crops:

1. Tomato
2. Onion
3. Bhendi
4. Brinjal
5. Cabbage
6. Cauliflower
7. Capsicum
8. Ridgegourd
9. Bottlegourd
10. Bitter gourd
11. Spongegourd
12. Cucumber
13. Ashgourd
14. Pumpkin
15. Carrot
16. Radish
17. Beetroot
18. Potato
19. Coriander (for leafy vegetable purpose)
20. O. P. Varieties in Dolichusbean, Clusterbean & Frenchbean
(as there are no hybrids in these crops).
21. Hybrid Water Melon seed in identified Districts.

3. Hybrid Water Melon Seed will be distributed to the farmers in the following Districts:

a) East Godavari b) West Godavari
c) Nellore. d) Chittoor
e) Kadapa f) Mahabubnagar
g) Ranga Reddy and h) Medak District

i) Only small and marginal farmers will be selected.
ii) The selected farmers should get Sf and Mf certificates from the revenue department.

 

4. The subsidy will be provided to the above crops only @ 50% subsidy on total cost of the seed not exceeding Rs.1,500/- to cover a maximum area of 1 Ha. for individual farmer.

5. The Asst. Director of Horticulture/ Horticulture Officer should collect:

i. Application duly filled-in prescribed format (Annexure I).
ii. True copy of pass book/ proof of the ownership of the land
iii. Demand Draft in favour of Asst. Director of Horticulture of the district concerned from the farmer.

6. They should also give the acknowledgement to the farmer having receipt of application form & demand draft.

7. They should see that the farmers should take the D.D.s in favour of "ASST. DIRECTOR OF HORTICULTURE" of the district concerned and the Asst. Director of Horticulture in turn consolidate the amount every Saturday and take a Demand Draft in favour of "Secretary, H.D.A." and submit to this office.

8. The Asst. Director of Horticulture should send indents as per packing size of the company only.

9. Every Saturday consolidate the indents and send it to the Director of Horticulture, along with Demand Draft.

10. It is observed that some of the district officers are not sending the Demand drafts in time or along with the indents and taking very long time. This causes abnormal delay in payment of non-subsidy to APSSDC. Therefore the district officers should invariably put the Demand draft number, Date, name of the drawal bank and amount drawn on the indent (Online) and D.D. should be received within one week of the indent placed. Otherwise subsequent indents cannot be considered.

11. Immediately after the receipt of the seeds, H.O.Technical should acknowledge the seeds on the Delivery Challan (DC) itself given by the company with seal and send it to the company concerned directly. No separate acknowledgement is required. The acknowledgement should contain the following information.

1. Name of the scheme & Season
2. Delivery Challan number & Date
3. Indent number

12. The A.D.H. has to take steps to place indent for each company not less than Rs.1000/- value of the vegetable seed at a time. Otherwise it is not possible to arrange to supply the seeds in time by the companies.

13. The A.D.H. should distribute the seeds within three days after receipt of the seeds.

14. The vegetable seeds supplying companies are instructed to supply the Technical Details (Package of Practices) along with vegetable seeds. If they fail to do this, the ADHs should inform to the Managing Director, APSSDC, HACA Bhavan, Hyderabad with a copy to the Commissioner & Director of Horticulture. The ADHs should also see that the technical details are to be given to the farmers at the time of distribution of seeds.

15. Immediately after receipt of the seeds. They should enter the details of vegetable seeds in the Stock Register as follows:

i. Percentage of germination
ii. Expiry date
iii. Packing size
iv. Quantity
v. Value
vi. Certificate Standards
vii. Date of receipt of seeds from the company
viii. Date of issue of the seeds to the farmers.

16. The ADHs should fulfill the year targets under S.C./S.T./Women while implementing the scheme.

17. The A.D.H.s should achieve the Financial target under Hybrid Vegetable seed distribution allotted to their district.

18. The Asst. Director of Horticulture/Horticulture Officer should take necessary steps for inspection of fields after distribution of seed and record the crop details. They should also furnish the farmers wise / category wise seed distribution to the D.H., A.P., Hyderabad on the last date of vegetable seed distribution programme for reconciliation.

19. If any complaint is received from the farmer regarding the poor performance of the seed like poor germination or genetic impurity etc., the H.O. (Extension) concerned should inspect the field and submit the compliance report in the prescribed format (Annexure II) along with the farmers complaint within 7 days of receipt of complaint under intimation to Joint Director of Agriculture of the district concerned for taking further necessary action.

20. The district officers have to check randomly the market prices and if any market prices are found less than the approved prices, it should be brought to the notice directorate immediately.


Guidelines for the Vegetables Action Plan for the year 2005-2006
 

I. Development of Vegetables

       A. Distribution of Hybrid Vegetable Seeds

Objectives:

1. To increase the area under vegetables so as to increase the production and
productivity in the state.
2. To ensure constant supply of fresh vegetables to the market through out
the year by using various techniques.
3. Formation of crop associations in the districts.
4. To encourage the cultivation of vegetables in campact blocks.

Guide lines:

1. Small and marginal farmers will be preferred.
2. Each farmer is eligible for one Hactar only not exceeding Rs. l500 / Ha
3. Subsidy will be provided to the following crops.

B. Distribution of Water Melon Seeds.

Objectives:

1 .To increase the area under watermelon and also to increase the production in the State.
2. To encourage the cultivation of watermelon in compact blocks.

Guidelines:

1. The scheme will be implemented in the following districts.

i. a) EastGodavari b) WestGodavari
ii. c) Nellore d) Chittoor.
iii. e) Kadapa f) Mahabubnagar
iv. g)RangaReddy and h) Medak

i)Adilabad

2. Only small and marginal farmers will be selected.
3. The selected farmers should get Sf and Mf certificates from the revenue department.
4. Each farmer is eligible for one acre only not exceeding Rs. 600/acre.

ii) Distribution of Hand Operated Knapsack Sprayer.

Objectives:

1. Timely and proper control of pests and diseases
2. Production of quality vegetables by better pest and disease management
practices.

Guidelines:

1 .Only small and marginal farmers will be selected.
2.The AP Agros will be the nodal agency and the scheme will be implemented with the approved price from Agriculture dept.

iii) Demonstration Plots under Vegetables crops.

Objectives:

1. To create awareness among the farmers to bring the varietal changes in technology transfer in terms of productivity increase and market intelligence and post harvest management practices through demonstration plots.

Guidelines:

1. Lit should be need based and crop specific to the identified areas in
particular to technology transfer
2. The area should be in compact block.
3. Each farmer is eligible for one acre limited to 4000 / acre.
4. Should maintain demonstration Registers and important operations and
observations are to be recorded in the register.

Unit cost to lay out one demonstration plot in one acre with recommended package of practices is furnished below.

Assistance will be provided to item no 2,4 and 7 i.e. seed cost, Bio fertilizers, and Bio pesticides.

iv) Integrated pest management. Objectives.

1. To popularize the use of Bio pesticides.
2. To reduce the residual effects of chemical pesticides which are creating harmful effects to human hazards.

Guidelines:

1. To increase the quality of vegetables by using integrated pest management
inputs through trichoderma viridae , Pheremane traps etc.
2. Assistance will be provided per Acre 1500 per ajp' for biopesticides and
pheromone traps.

V) Nutritional Garden.

Objectives:

1. To encourage the cultivation of vegetables through kitchen gardening / back yard gardening.
2. Provides balanced diet through vegetables and also high nutritive value.

Guidelines:

1. Assistance will be given to bio-fertilizers and bio pesticides limited to Rs.500
2. Area limited to 10-15 cents.
3. The estimated cost of kitchen garden is about Rs. 1000-1300/-
Training and Exposure visits.

Objectives:

Imparting training to farmers on latest technology on hybrid vegetables cultivation shifting of cultivation from rainfed to irrigated condition , staggered cultivation, IPM, post harvest management practices, marketing and storage etc. 2.The progressive fanners will be taken to the exposure visits to know the latest technologies involved in vegetables cultivation.

VII) Training and Exposure Visits.

Guidelines:

1. Training will be conducted for a group of 50 farmers.
2. The cost of each training programme is Rs.5000/-
3. The rate of assistance for exposure visit will be Rs. 1500/- per farmer which
include to & fro rail fare of II class sleeper / Ordinary bus fare in addition to other costs on food ,stay ,honorarium to trainings, literature etc provided during visits and trainings.

C. Roots and Tuber Crops.

I) Demonstration plot

Objectives:

1. To increase the area and production under Root and tuber crops in the state.
2. To create awareness among the farmers on market strategies for root and tuber crops.
3. To ensure constant supply of root and tuber crops to the market.

Guidelines:

Same as the vegetable demonstration plot.

F. Apiculture.

I) Assistance for Supply of inputs.

Objectives:

l.Bee keeping increases the crop productivity by increase in crop pollination
services.
2 .To provide supplementary income to the farmers.

Guidelines:

1. Proposed to provide 5 bee hives, along colonies, stands Bee veil and Honey
extractor @ 50% assistance limited to Rs. 13770/-
2. Apis mellifera species will be encouraged.
3. Development of Bee colonies.

Objectives:

1 .As a follow up activity and with an aim to have adequate seed material a seed bank is proposed.

Guidelines:

1. The selected beneficiary should have developed 5 to 10 boxes other than bee
hives given by the department.
2. Assistance will be limited to Rs. 5000/ per beneficiary.
3. The assistance will be given to the selected beneficiaries of last 2 years scheme
i.e. Srikakulam, Vijianagaram, Visakhapatnam,east Godavari, West Godavari,
Prakasam, Guntur, and Krishna districts.

ll) Assistance to Bee Breeders.

Objectives:

1 .To have adequate bee colonies available with the bee breeders in the state. 2. To develop infrastructural facilities with the breeders. Guidelines

1. Selected bee breeder should have developed minimum of 25 bee hives along
with colonies.
2. 50% Assistance will be given not exceeding Rs 25000/- per breeder.
Comb Foundation Sheet
.

Objectives:

1. Comb foundation machine is useful in getting wax sheets which help the bees to build up the comb very fast.

Guidelines:

1. Proposed to set up one comb foundation sheet machine by giving an assistance limited to Rs. 15000 /- for mellifera species.

III) Trainings and Exposure Visits.

1.Intensive training programes will be given to the selected beneficiaries on bee keeping.
2.The progressive beekeepers will be taken to other states to visit apiaries and to know the latest usage of technologies in bee keeping.
