Horticulture Development Agency (H.D.A) was constituted vide G.O.Ms.No.363, dt.2.6.1990 Food and Agriculture (Agri-II) Dept., for production of Pedigree Plant Material and was registered under the A.P.(Telengana area) Public Societies Registration Act 1350 Fasli (Act 1 of 1350 F). Presently there are 40 farms in all the districts except Medak and Nalgonda. Government of A.P have reconstituted the General Body, Executive Committees of H.D.A and District Level Committees and modified the objectives of H.D.A so as to take up the National Horticulture Mission Programmes of Government of India by H.D.A vide G.O.Ms.No.417, dt: 09.11.05 of A & C Horticulture Department

Secretary / Commissioner of Horticulture shall be the Convener & Treasurer of the HDA.

The Objectives and Functions of the Horticulture Development Agency.
1.
To step up the process of production of Pedigree Plant Material in the Horticultural Department Nurseries.
2.
To strengthen the existing departmental nurseries by developing infrastructure and also to acquire new nurseries where ever necessary.
3.
To execute Plans and Programs for the benefit of Fruit, Vegetable and Ornamental gardens in the State of A.P.
4.
To under take adoptive trials, demonstrations etc, in the department nurseries in order to disseminate technology from Universities and Research Stations.
5.
To receive/accept funds from Govt. Departments/Agencies Cooperatives, Societies, Financial institutions and Public for furtherance of above objectives.
6.
To develop Government Gardens whenever the Government entrusts them the job by providing funds,
7.
To train personnel in budding/grafting and other preparative technology.
8.
To purchase, to take on lease accept as gift constrict or other wise acquire any loan or property suitable necessary or useful for the society.
9.
To employ directly or indirectly/sanction grants/funds to other institutions/persons to further the programs to be under taken/supported by the society.
10.
To invest the funds entrusted to the society upon such security or in any such manner as may from time to time be determined by the executive committee.
11.
To furnish the periodical review of the progress made.
12.
To do all other such things as may be considered necessary by the society and may be incidental or conductive to the attainments of its objectives.
13.
To act as Nodal agency for implementation of various Horticulture Programmes of different agencies and organizations of state and central Governments, to act as a facilitator and bring about required coordination among the concerned Agencies;
14.
To promote dry land horticulture with appropriate horticulture crops;
15.
To make planned and coordinated efforts for increasing productivity and thereby horticulture production;
16.
To strengthen delivery mechanism for seed, plant material, nutrients, pesticides and other required inputs;
17.
To strengthen tissue culture units and leaf/ tissue analysis laboratories and to promote the use of Biotechnology in horticulture sector.
18.
To take measures to improve training and capacity building of all concerned stake holders particularly farmers and to improve the infrastructure for training and capacity building of individuals, institutions etc.
19.
To assist the programme for promotion of INM, IPM and organic farming;
20.
To coordinate end to end approach right from production for selected crops on cluster basis or project basis;
21.
To establish and/or to assist in providing infrastructure for post harvest management and to take up all other activities connected with PHM, value addition and horticulture processing in Government, private, cooperative sector;
22.
To improve marketing infrastructure and marketing(including exports) for the horticulture produce;
23.
To assist for taking up technology up-gradation and promote research;
24.
To strengthen I.E.C. (Information, Education and Communication) for the growth of horticulture sector;
25.
To take measures for extending the benefits of the horticulture programme for weaker sections particularly S.Cs. and S.Ts.;
26.
To promote public-private partnership for achieving the above objectives.
 
Funds of Society:
1.
The funds of the society shall consist of the following.
 

a. Releases for production of Plant Material and /or for strengthening/establishment of new Horticulture .     Farms from Govt of AP/G.O.I

 
b. Releases from Govt. Agencies / Corporations / Societies etc to HDA for supply of plant material and to     the activities under taken by HDA.
 
c. Income from investments.
 
d. Releases from other sources.
2.
The Bankers of the society shall be chosen by the Chairman of the Executive Committee / General Body. All funds of the society should be paid into society account with the said Bankers and shall not be with drawn except on cheques signed by the Secretary duly empowered in this behalf.
3.
The Society shall distribute the funds to all the districts of the state depending on the need. The funds so released to districts will be operated by persons in charge of the farms or Dist. Horticultural Officers.
4.
The Accounts of the Society shall be audited by the Charted Accountant to be appointed by the Executive Committee/General Body. These accounts shall be subject to a second audit by the Accountant General, AP Hyd.
5.
The Annual Report of the proceedings of the society and of all works under taken during the year shall be prepared by the Executive Committee/General Body for the information of the state.
6.
Govt of AP has accorded sanction for Rs.25.00Lakhs as share capital vide GO MS No 555. Food & Agrl.(Agri II) department dt.12-9-90 and credited to the PD Account of HDA.

There are 40 Horticultural Farms under the control of HDA in all the districts of the state except Nalgonda and Medak districts.

In these Horticulture Farms plant materials viz. Mango, Cashew, Guava, Pomegranate, Coconut, Amla, Custard apple, Jack fruit, Papaya etc are being produced. In the Commercial nursery, Hyderabad exclusively ornamental plants and Vegetable seedlings are being produced for meeting the urban demand. Top
12,06,224 plants of different species are available in the Horticulture Farms of HDA as on 31-08-2007. The species wise plant material available is enclosed in the annexure-I. The species wise production cost and sale price is enclosed in the annexure-II.
Most of the plant material produced is being distributed from the year 2002-03 onwards mainly to the Special Package programme for Dryland Horticulture being implemented in Ananthapur Dist and the balance to the farmers in respective districts under various schemes implemented by government of A.P. From the year 2005-06 the plant material required under Area Expansion under National Horticulture Mission Programme is also being supplied from Horticulture farms under H.D.A.

Mushroom Labs:
Mushrooms are considered as a delicacy and are preferred both for taste and flavour. It has got therepitic value and needs encouragement in production and also consumptions.

There are 7 Mushroom Laboratories under the control of Department of Horticulture for production of mushroom spawn (seed) and imparting training to the farmers/ farm women in cultivation of mushroom at the following places.

Biotechnology Centers:
Bringing awareness about modern biotechnology techniques among the farmers and meeting the huge demand of plant material of crops like banana, turmeric, chrysanthumum etc., are some of the challenges before the Department. In order to meet the above challenges the Department has established two B.T.Cs at Hyderabad and Gopannapalem (West Godavari district) for production of Tissue culture Banana plants with higher yields. Good quality and uniform harvesting.

I.  B.T.C at Hyd was established during the year 2000-2001 with a production capacity of 5 lakhs plants per annum. It has got state of art facilities with hi-tech laboratory. As per the orders of government in G.O.Ms.No.168, dt: 07.08.2006 A&C (Horti) Dept, The BTC, Hyderabad was leased out M/s.A.G.Bio- Teck Laboratories (I) Ltd., Hyderabad for period of five years and lease agreement was executed by the company on 04.09.2006.  

It houses the best tissue culture, leaf, soil (under construction) and water analysis
laboratories. The achievements during last 3 years as follows:

II.  B.T.C Gopannapalam was established with Rs.3.00crores in H.F Gopannapalem, 8Km away from Eluru town. It has a state of Art facilities and equipment and houses the high-tech tissue culture leaf, soil and water analysis laboratory. The production capacity of the unit is 10 lakh plants per year initially.
III. The Government has accorded permission for leasing of BTC, Gopannapalem to private agency keeping in view the limited no of technical staff who have to be effectively employed for discrimination latest technology in Horticulture sector. As per orders Government in G.O.Ms.No.215, dt.26-8-2004 A&C Department the BTC, Gopannapalem was leased out to M/s.Transgene Biotech Ltd for a period of 5 years and the lease agreement was executed by the company on 8th October 2004.

Action plan 2007-08:

Action plan to produce 2409000nos. plant material of the species in 28 Horticulture farms under H.D.A has been prepared.
